Description of original award (Fiscal Year 2013, $373,346)

The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

Red Lake is working toward implementing SORNA by (1) conducting collaborative meetings with the Minnesota government to address issues with the State's handling of Red Lake registry information; (2) addressing at least 100 sex offenders through their registration system; (3) increasing community reporting of sex offenders by 25% each year by increasing awareness; and (4) conducting at least seven education and training sessions for identified staff of Red Lake service organizations. They will use grant money to pay for a compliance officer, law enforcement officer and administrative assistant who will all assist in the fulfillment of the Tribe's goals. ca/ncf
