Description of original award (Fiscal Year 2012, $208,931)

The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in developing and/or enhancing sex offender registration and notification programs that support substantial implementation of Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

The State of Indiana plans to fulfill two projects that include: (1) the hiring of a contracting Project Facilitator who will draft, develop, and formalize the necessary changes in code, policy, procedure, and approaches to technology to move the State of Indiana into compliance with SORNA; and (2) the hiring of review staff contractor to develop a system to convert Indiana Code offenses to appropriate SORNA tier classifications, update existing offender discriptions to match compliance requirements, update registry presentation of these offenders and their offenses, and develop processes to identify, update, and present newly identified offenders re-entering the registration system under SORNA's retroactive provisions.
