The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in implementing and/or enhancing sex offender registration and notification programs that support compliance with Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

Louisiana State Police will work to enhance the interoperability and connectivity of the SOCPR in three primary ways: Creating an interface between the State Sex Offender and Child Predator Registry (SOCPR) and the State Police Crime Laboratory Combined DNA Index System (CODIS); Creating an interface allowing Louisiana law enforcement agencies to access information in out-of-state registries using the Offender Watch system; and incorporating a 'booking alert' to the SOCPR notifying the registering law enforcement agency of any subsequent arrest of their sex offender registrant. Louisiana State Police will accomplish these enhancements by contracting with the primary vendor who designed, developed and continues to service the SOCPR. LSP will provide staff and support for the project utilizing State funds during the life of the grant and will request continuation funding through the State's legislative budget process at the conclusion of the grant period.
