The Adam Walsh Child Protection and Safety Act of 2006 (AWA) (Pub. L. 109-248, 42 U.S.C. § 16901, et seq) authorizes the Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) Office to administer sex offender management grants. These grants assist state, local and tribal jurisdictions in implementing and/or enhancing sex offender registration and notification programs that support compliance with Title I of the AWA, known as the Sex Offender Registration and Notification Act (SORNA). SORNA was enacted to protect the public from convicted sex offenders and offenders against children by establishing a comprehensive national system for the registration of those offenders.

In order to properly implement the requirements outlined in the AWA, the West City Valley Police Department will develop a specialized Sex Offender Registry Unit, purchase necessary equipment, provide training for the members of the unit and support overtime shifts to conduct registry verification checks. The Sex Offender Registry Unit will act as the police department's liaison to the Utah State Sex Offender registry in order to assure coordination in registry verification checks and complete enforcement of all violations. This unit will also ensure that there is an accurate listing of all registered sex offenders in the city and that all necessary information required by the AWA for registered sex offenders is obtained, documented and reported to the State of Utah sex offender registry. This grant will support personnel to conduct verification checks; the purchase of equipment necessary to facilitate the submission of timely reports from the field; and allow for project personnel to attend training pertaining to federal and state sex offender registry guidelines.
